Over the years, the state budget has been stitched together with assumptions about revenues and expenditures that are often not realistic. Accordingly, except in very recent years, there have been large budget deficits. A healthy economy is more responsible for fiscal balance today than good state fiscal management. Like we have had in Mountain View, the state needs to have structurally balanced budgets (expenditures no greater than revenues). Implement cost saving and trim expenditures so that there's a surplus based on realistic assumptions.
